WTB: Focused scanner

Looking for a scanner toon who can fly cov ops, use a expanded launcher, and a cov ops cloak. I am looking for a focused toon so anything that doesn't help towards flying the correct ship or scanning is waste to me. Please keep that in mind. The more focused the better.


I would like to spend around 3 bil on this.
