Must be able to:
*Fit capital tractor beams and capital shield booster
*Mining director 4/5
*Compress all ORE/ICE (All Processing skills atleast 4)
*JDC & JFC Atleast 4

Budget 6-8Bill (but if i see a decently trained rorqual pilot im more than happy with, that budget might increase)
