Looking for a Minmatar focused pilot that can fly the following:

HAC
Recons
Loki
T2 medium projectiles
Good gunnery skills
Leadership skills (Skirmish warfare)


Must not have: (ill tolerate the odd level 1 or 2 skill)
Any industry/PI/Trade/Social skills
Missile skills

Budget: 4 bil, but will stretch for the right character.
