Is there any way with the new tax system to do p4 on a planet, where you import 1 or 2 p3 parts (and still make a profit?

Is the only choice nowadays to import p2 parts and build both p3 and p4 on same planet?

Yes, but that's going to require a lot of spreadsheet work.

Look at the bright side, P2 -> P4 is now almost guaranteed profit roughly equal to the amount of taxes you avoid by not exporting and importing the P3. And if you're crazy enough to do P1 -> P4 you can make nearly 500k / hr per planet.

Some P3s are seriously cheaper than making them. Make sure you don't burn money making something you should have bought.
Otherwise P2->P4 and P1->P4 are decent. Although a PITA for the number of buy orders if you don't buy from offer orders. Also make sure the P2s aren't cheaper than the cost of the P1s that they use if you go that way.

Try p3 to p4 you can have 9 factories going at a time and make a better profit than p2 to to p4. This is because you can have so many more p4 factories on one planet.
