EWAR and non-bonused ships

Target painters aside, is there any benefit in using an EWAR module on non-native races (fitting tracking disruptors on non amarr hulls or RSD on minmatar hulls, for example) ?

Tracking Disruptors work well on any Nano Kiting Ship with the Mids for it like the Hookbill. It is also used on some Brawler Frigs to cut the Range of Small Guns so you can Kite them inside of Web and Scram Range by counter Scraming them. It is also useful to have a Frigate with the Tracking Script in a Frigate Gang since most of your BFF's will have a larger target webbed to no speed you might as well ruin their tracking. Their are also a ton of general fits you can throw these things on in a small gang to mess the enemy at the exchange of a Mid Slot.

Sensor Damps are not really that great but to be honest the Ships that use them the least are the Bonused Hulls. Arazu, Keres and Lachesis tend to go Sebo's / Long Tackle or Long Tackle Shield Tank. A single Damp is not powerful enough to force a Kiter to Blaster Range, sometimes 2 are not enough and between MWD, Tackle, Capboost not many people put them on Blaster Boats. 2x Damp Bomber Pairs use them for hunting solo targets and some Missile Range Gangs make use of them. They are not very wide spread.

The target Painter as you said is more of a general use mod. Rapiers and Huginns rarely give up Webs / Tank like the Gal Recons and the Bellicose is pretty lol as a Paint Boat. It is more used by Drakes, Bombers, other Missile Boats and any gang really with an extra mid could make use of them if they are fighting off Web Range.

ECM you pretty much wanna stick to the bonused hulls. PL used a Single Multi on all Ships in their AHAC Gangs that worked well to Jam Logi. Tactics where you have an extra mid and an overwhelming number of Ships work well to take a single high value target out of the fight. Some other ships with lots of mids may role it for the surprise factor in a small gang as well. The Cyn and some Haulers have been known to role an ECM Burst for a quick egress when caught as an emergency measure. The Cyn fit I think has gone the way of the dodo though for newer designs.

I have used (and seen used) tracking disrupters to terrible effect on non native hulls. Remember not to believe the min/maxer garbage about not being able to disrupt optimal enough to stay out of range and therefore being useless. You'll push them farther into falloff, reducing their dps. There's never a bad thing about that.

Sensor damps have a specialized place on snipers, and sometimes stealth bombers. Never used them myself but have flown with SB pilots that used them well.
