Weren't there still issues with Gallente being armour tanks, combined with bad base ship mass and mass from armour plates making them too slow to be effective?

I've been out of the whole hybrid buff loop for a while.

Also, I still see 0.0 recruitment policies of; either Minmatar or Amarr requirements. IF Gallente are fine, wouldn't they be viable in fleet fights as well? Are hybrids, specifically Rails, still under-performing compared to their beam and artillery counterparts?

In my own limited experience we have with the Naga for the first time a really decent railgun-boat.
Only problem is that railguns sucked for so many years that only very few players have bothered to train up to large railgun specialization- so it is much easier to just take an Oracle or Tornado instead.
