I read about 6 months ago CCP was going to charge to use the API. Has there been any updates on this as I cannot find anything on licensing?

This has probably been abandoned by CCP as many things have changed inside CCP.

If I recall correctly, CCPs motives were pretty pure and they wanted to enable Eve Developers to make money if they so wished, however in practice it would have forced a lot of people to pay up just to keep their sites within the rules.

As said above, the ideas probably been abandoned.

Well, the ideas at the time. They needed just a little rewording to be perfectly viable. I'm fairly certain CCP meant them exactly to make sure that developers would be able to earn a little money. I'm certainly not opposed to that idea.

The problem with their proposal was that every developer would need to pay for a license, even those who offer their work free of charge and / or as open source.

IMHO it's ok the require devs to obtain a payed license if they are charging - maybe two separate licenses depending on if you are charging ISK or real money. For devs that offer their service and their software for free (both as in freedom and as in free beer) - like the EVEMon guys - this is a not acceptable.

Is there a CCP confirmed answer to this question somewhere? I've been rooting around and have been unable to find one as yet.

I'm very interested in making some kickass tools. If I can charge for them (assuming they're worth paying for) so much the better. Money is a good motivator, if nothing else.

Just make sure not to step on those who provide tools for free, of course. :)

Whether or not you win the game matters not.  It's if you bought it.
