Yes. For snipers meta4's are fine.

In more general terms, you can get into incursions with 100m isk (I did).

Fit a harbinger like the second one on http://eve-survival.org/wikka.php?wakka=ArmorHarbinger . You can depimp the web and the INEANM. I even had success with the first fit on that page. During peak hours, you won't get picked over all the legions doing vanguards but you can get in an assault fleet.

An alternative starting point is a navy apoc mith meta4 beams or tachs. You don't need T2 weapons that way. You might even get invited in a normal apoc.


So the Harby is an option then? What times are considered Peak that I may want to try to avoid in order to get chosen?

Evening in Eve time is hard. Try assaults at that point.
