WTB Mining Pilot

Drones, Mining, Exhumers, anything else is just bonus as far as I'm concerned. T2 Crystals, Ice mining, Gas Harvesting if possible, in that order of priority. Budget is 3 bil. I might be willing to spend more on a char that has exactly what I'm looking for.

I need a pilot that's a pure miner, doesnt need to refine, doesnt need to fight, doesnt need to do anything but mine and maybe some shield tank skills.
