We need booster decriminalization

Lets face it. Boosters are fun. And all the cool kids are using them. But the penalties for getting caught with the stuff are just too much!

The weaker versions should be legal in empire, depending on sec status.

Synth Boosters : Everywhere, like now
Standard : Is legal in 0.7 and below
Improved : is legal in 0.3 and below
Strong : remains illegal in empire

Now that we have that handled, we also need a revamp of the consequences for being caught with them. A faction standing penalty is very harsh, especially considering you can get hit for just 1 pill.

The standing penalty should only apply to people who have more than 5 illegal pills on them.

Arguably all boosters are legal in lowsec, don't recall the last time i ever saw a customs agent in low.
