As I'm interested into this implant, I was trying to find one in the market or contracts market. No luck.
So I was wondering if they are offered through the LP market. Got no luck on that too, as I don't know where to start looking.
I stumbled upon a post that said that that implant was introduced with "Incursion" expansion. Can it be that it's dropped from Sansha nation ships?

So my only solution is to turn to the community for answers. Any help would be appreciated.

Did you try reading the patchnotes for the incursion expansion, then?

So I found my answer and thought of posting it, just in case.

That implant is given through the LP store from CONCORD (beware though cause it requires 250k LPs and 250mil ISK to purchase). And CONCORD LPs are gained by participating and finishing Incursions. So, Happy Incursioning.
