You are not allowed to view contracts by others than yourself or your corporation that are currently in progress or outstanding.

Once a contract is finished however, they are generally public.
An exception to this is when a contract is issued to a specific character, corporation or alliance. In these cases you will not see the contract in the contract history unless you are one of the persons participating in the contract or a member of the corporation or alliance, respectively.
It does not matter in this regard whether the contract was accepted by a character or a corporation, only to which entity it was originally issued to (who was allowed to view it when it was created).
