You probably mean Recommended not suggested.

When you check Show Info of ships in EVE, there is "Recommended" tab which lists all certificates which are recommended for that ship.

Recommended Certificates are just guidelines of what additional skills you might want to train to make your ship and its modules work better.

e.g. for Kestrel (caldari missile frigate) certificate "Frigate Launcher Control Basic" is recommended. That includes skills which makes your frigate-sized missile launchers work better. However that includes skills for both Rockets and Standard Missiles, so if you know you will not be using Rockets in your Kestrel, you can skip that.

Also allmost all ships recommends one of the Core Competency certificates, for Kestrel that is "Core Competency Basic". This includes general skills which helps nearly any ship, like Engineering (more powergrid for all ships) and Electronics (more CPU for all ships.)

Generally Certificates are groups of related skills intended as guidelines for skill training. If you are unsure what to train, you can check if there is certificate which sounds usefull, and then check what skills that includes.

Maybe I should've used Maelstrom which you mentioned as an example, so lets check that:

It requires "Minmatar Battleship III". Without that skill you can't enter that ship and fly it. However without additional skills you can't actually fit proper modules to it, and even if you can it won't funtion anywhere near to its potential.

It has 3 Recommended Certificates (you can use EVEMon Certificate browser to check these)
- Core Competency Standard
- Active Shield Tanking Standard
- Battleship Projectile Turrets Basic

"Core Competency Standard" has misc skills which makes your ship better, e.g. adds more CPU, powergrid, HP, capacitor, etc.. For battleship the "Standard" level is recommended instead of "Basic" which would have less of those skills.

"Active Shield Tanking Standard" includes skills which either makes your shields better or are required for shield modules you would probably want to use in Maelstrom. Without these skills your defence won't be as good as it could be.

"Battleship Projectile Turrets Basic" likewise include skills for your guns. Some just make them work better and others are required to actually fit battleship sized projectile turrets to your ship.

But all of these are just suggestions of what you might want to train. If you know that you won't be needing certain skill listed in recommended certificates, you can safely skip that.

Malaire provided very nice explanation but I would like to add that when you will finally train what is recommended it does not mean that you are done. You should really take a look at skills, read descriptions, check out which of them are prerequisites to other more advanced skills which you could use and continue training. And don't forget to use common sense while choosing what to train and in what order.

For example skill Targeting adds +1 more target that you can have locked up to ship's limit. Even if Evenmon says you are fine with level 1 ask yourself wouldn't it be nice to be able lock all rats and just pop them one by one instead of killing first, wait to lock second, kill second, wait to lock third and so on. So you may not need it to fly ship well but it will make your life easier.

Regarding an order of training you should also consider what is currently your biggest weakness. If you can deal nice damage but your shield or armor disappears after second shot from smallest rat you should put your gunnery skills aside for a moment and start training tank related skills.

And again you have to think about what tank you prefer to use (shield/armor, active/buffer/passive) and train related skills first. There is not much sense training Repair Systems if you like flying buffer tanked ships (which means you fit biggest possible plate instead smaller one repped with Small Armor Repairer module).

Evemon is only a tool, nice thingy with plans, stats and all nice things but it does not free you from thinking.

Both previous post are nice and good. But I would like to add 1 small thing to it.

Besides the skills you need to have to sit in your Maelstrom (Battleship @ level 3) and the recommended skills to make it of better use you also need to know how to fit it and why you do so.

The modules you fit on your Mael also have skill you NEED (pre-requirements) and have skills that make your modules work better:

For instance as a Mael is a Minmatar Battleship you will need Large Projectile guns on it, means you HAVE to train "Large Projectile Turret" skill (with all it's pre-required skills itself) but training "Controlled Burst", "Motion Prediction", "Rapid Firing", "Sharpshooter", etc. help to make those Large guns work better. The same counts for your midslots / lowslots modules.

So as most EVE players will tell you, being able to undock a ship (having the skills to board a ship) doesn't mean you can actually fly it properly. Beside your ship skills you need other skills to be able to fit it (most of them are support skills, like the core skills that make any ship easier to fit).
