I know some of them. Some were just used for testing certain features, and some were just prototypes for ships that exist in-game today. Others, like the extra heavy assault ships, I have no idea about. The BH Mega Cargo ship was turned into the Cockroach. It still has the same ship ID # and stats just a new ship model (normally if the item ID is the same I won't list a ship as "removed" and will instead just display the latest version, but in the case of the BH mega cargo ship the model was a radical depature from the old one so I decided to break them out as separate ships). The Corvette Prototype was a caldari fighter-bomber model and was later rolled into the caldari corvette prototype. I don't know why they made the corvette prototypes at all though, seeing as they were only implemented as drones. Maybe the vision was to have them dock and launch from carriers piloted by players but the coding reality became too hard... don't know. For some of them, like the enigmas and pirate ships, I can only imagine the devs were just messing around or maybe they were rejected faction ships. Most of the "unpublished" ships have been in the database for many years...
