People have been using incursions to farm ridiculous amounts of isk without having to risk going to low-sec by purposely not destroying the Sansha carriers when they warp in. Some people have estimated the combined income of these farming methods to be pulling in several billion per week.

The point of the "rebellion" is a group of players who have determined it to be unfair these people are making so much money when the rest of the community has to work for it. So, they warp in during the incursion and destroy the carriers, ending the incursion and thus the farming.

Well I thought that these were in high-sec. I can't really understand the depth of the issue without understanding how these Sansha people got carriers into high sec? I thought that wasn't allowed.

So what? Rats spawn based on a systems security status and even in 0.0 no carriers spawn anywhere so how does one spawn in high sec? You also can't use cynos in high sec so I really don't get how it got there.
