Cyno on a Rooky ship?

I am told with max skills it is posible to fit and operate a Cyno on a rooky Ship, is this true, if it is, what skills need to be maxed.. the old eft isn't showing that it is possible,but I have heard it a lot that it is, so if you would please help with this, it would be awesome.

Don't even need maxed skills. Just mount one with an Auxillery Power Core. Of course, storing fuel might be a problem.

The question is, why?

You need:

* Electronics 5 - Prerequisite for Cynosural Field Theory (everybody starts with Electronics 3)
* Cynosural Field Theory 4 - this is key, as it reduces ozone usage to 300.
* Engineering 3 - Prerequisite for MAPC I (everybody starts with Engineering 3)
* Energy Management 2 - Prerequisite for MAPC I

Why: It is a lot easier to move modules around than frigate hulls, and not all killboards include rookie ship kills / losses.

Plus, rookie ships are always available.
