How would it help players? And how would it be an ISK sink at the same time? I'll some ti up in one word for you:

LOTTERY

Basically, players buy tickets. For every ticket they buy, between 70% to 90% of the cost goes into the Pot, where as the rest just dissapears into the void of not-yet circulated currency. After the pot hits a certain ammount, it will give money to people who put ISK in the pot. There would be the following:

Jackpot (55% of the pot).
2nd Place (about 30% of the pot will be given out evenly among 2nd place winners)
3rd Place (about 15% of the pot will be given out among 3rd place winners)

There would be more second place winners than Jackpot winners (might only be one), and there will be more third place winners than second place winners.

If you don't win, they you still get a small portion of your money back (about 1-10%). To keep people from avoiding taxes, and also to keep newbies from risking the chance to lose all of there money, you would need at least X amount of ISK in order to buy a ticket, and it would be way higher than the minimum price (about 10% of X).

You would also not be able to buy a ticket worth more than Y% of your ISK.

---

Before you start trolling me, you have to remember that this game needs more ISK sinks to help balance out the economy. If the economy starts to suffer from over-deflation, then that is why there are ISK faucets.

More suggestions:

CONCORD Loan System:

This is also an ISK Sink to help new players. Powered by ISK Sinks alone, you can get loans from CONCORD to help yourself out for a short amount of time, and then you have to pay them back plus interest. The amount of funding available is approximately 60% of what is collected from ISK sinks.

Note that the amount you have to pay in interest varies depending on your security status. Note that if you are playing as a pirate (see my other thread), you wouldn't be able to get loans until you leave your pirate faction.

I like the idea of having an official lottery system.
However I'd change this:
1- Winners should get 100% of the pot. But everybody must pay taxes for the cost of every ticket. Same effect, but with a more logical reason :)
2- The cost of every ticket should be fixed. If you want to spend more, just buy more tickets.
3- You shouldn't get anything back if you loose.

Regarding you other idea, you should make a new thread for that ;)

I don't see anything wrong with an official lottery system as such, other than its kinda redundant because theres already a whole bunch of lottery style events running, using their own approach and gambling through an in game button would be rather more soulless.

As for concord loans... *sigh* Just no. There's no way that you can secure them properly in eve. If you make it so that concord just scoops it out of your wallet, then people will give all their money to other toons. If concord takes their stuff, they'll move it on to another toon. There is no way to distinguish between a guy who got suicide ganked and can't pay it back and someone scamming the system.

Also, what does happen to people who genuinely couldn't pay the money back, for whatever reason ? If you can't make it perfect then it'll be exploitable and people will recycle alts and make infinite money.

Alright, no loans. Definately no loans.

But a lottery is still a good idea.

Lotteries happen. Just like banks do. You just have to place your trust in people, which is what makes this game great.
