DUST 514 - International Humanitarian Law Ranking from Concord

I came accross an artical written in early December of 2011 describing the Red Crosses Concern about the trend in video games to break International Humanitarian Law in favour of game play.
The killing of innocent people the use of certain weapon types. I think this lemon could be made into lemonade and make “DUST 514” More real
Simply Giving a Rank to Mercs who are more of a humanitarian than another. These Mercs receiving Pricier Jobs that are politically delicate, than others.
If you were the Gellentie Political Figure trying to run pirates out of a Caldari Colloney so these pirates can no longer raid you protectorate, You would like a Merc group that did as little Collateral damage as possible.
At the end of a match an International Humanitarian Law points would be awarded to that side depending on the collateral Damage done . This ranking would be monitored by Concord.
Such things that would reduce these points would be the use of
-Shooting NPC Ambulances
-the launching of a Rocket launcher into a school of hostages just to kill the 1 sniper.
-Orbital Bombardment
-Land Mines injuring or Killing innocent people.

Basic Rules of IHL
Persons hors de combat (outside of combat) and those not taking part in hostilities shall be protected and treated humanely.
It is forbidden to kill or injure an enemy who surrenders or who is hors de combat.
The wounded and sick shall be cared for and protected by the party to the conflict which has them in its power. The emblem of the "Red Cross," or of the "Red Crescent," shall be required to be respected as the sign of protection.
Captured combatants and civilians must be protected against acts of violence and reprisals. They shall have the right to correspond with their families and to receive relief.
No one shall be subjected to torture, corporal punishment or cruel or degrading treatment.
Parties to a conflict and members of their armed forces do not have an unlimited choice of methods and means of warfare.
Parties to a conflict shall at all times distinguish between the civilian population and combatants. Attacks shall be directed solely against military objectives

At time progresses give Monitary regards to those who Stick with in the IHL and fight Dust 514 Mercs than Have a Poor track record of IHL actions.

I think this would be a possible first for FPS and would Make DUST 514 Stand out from the rest and allow a different matrix of accomplishment to be played by some players who want to be the “Good Guys”

Someday I will have the time to play. For now it is mining afk in High sec. In Cheap ships

Interesting idea. Not sure we'll have civilians anywhere near battlegrounds in Dust, but if we did, it would make the gameplay much more interesting.

I've proposed a PI overhaul that would add civilians and tie in nicely with this idea.
