No. I routinely create buy and sell orders on several items across many regions, and then frequently modify those buy orders. By accident I entered a couple extra zeroes for a low quantity harbinger buy order. 17.5 million becomes 1.75 billion. This happens sometimes with lag and is a normal fault. The market application will compensate by acquiring the lowest sell orders covered, up to the buy quantity at the specific station. For unknown reasons however, the process failed to assign me the correct sell order in said station, and gave me a harbinger for a nonexistent sell order at the exact price the buy order was modified to include.
