Remote repair stacking

I'm probably going to get flamed for this, but I wanted to share this idea.

I was having a discussion with a friend about passive tanks and logistics cruisers and how these are used on the battlefield. Typically, more buffer HP and more logistics cruisers tends to make for nearly unbreakable spider tanks. Now, there are ways to defeat this over time, including heavy ECM and energy neutralizers. However, in many of the low and nullsec fleets I've come across, logistics cruisers make up a sizable portion of enemy fleets, 5-10 or more, and usually of the same race/class. This makes surgical strikes by other fleets problematical, particularly smaller gangs.

The hypothetical solution we discussed was remote repair stacking. The idea is to not have this stack per module but per ship. Therefore, a logistics cruiser or carrier is perfectly nice to have in battle. It also means that one of these ships will be more inclined to fit as much repping power as possible, making for potentially lower defenses in the form of tighter TF and PG requirements. Other vessels will likely want to transfer capacitor to these, but this could also be stacked per ship.

The exact, numerical stacking penalty is debatable and need not follow the module stacking norm. I'm only putting forward this as a general idea.
