Yep, which proves that my assumption of a peering issue was dead wrong.

The partial notches was indication of one or more nodes crashing.

My sincere apologies to CCP's network providers for my hasty and incorrect conclusion and blame.

CCP Greyscale: As to starbases, we agree it's pretty terrible, but we don't want to delay the entire release just for this one factor.
