If you have a factory on a production planet and the structure it buffers into is full, does the factory stop producing (using raw materials) or does it dump the finished product (meaning you lose the raw mats)? This is for a factory not for an extractor (which dumps).

Any overflow is lost, and everything continues as usual.

This is why every route should either begin or end on a spaceport, to act as a buffer.

In addition to what Tau has said

One of the problems that you might run into is trying to move P1 materials to a P2 prouction facility directly.

This looks great on paper - two cycles of the P1 will fill up the P2 exactly and allow it to cycle.

But in practice it's something that is subject to hiccups, glitches, loss of materials, inefficient production and general frustration.

So as Tau said - route everything through a buffer (i.e. spaceport) with the huge capacity of links nowadays it's much easier to do.
