It was an ad for a corporation looking to purchase in-game items, and all ads belong in EVE Marketplace, no matter how appropriate they might seem to be (if only to protect the innocent from the horrors of post bumping). The best we can do here is to make a sticky with links to WTB/WTS sections ("Looking to buy/sell loot? Look no further!"); I already suggested this to CCP mods.
