IMO the ships should drop what they can fit. Have you need a BS drop civilian shield booster ? well many times, how stupid is that.

When you pop my BS it will drop was I have fitted, so maybe the npc rats should drop what they have fitted to shoot at us, then a bounty reduction can be in place

Well it explains why rats are so easy to kill compared to players, their combat fits have Warp Core Stabilizers and Miner Is equipped :D
