Drag bubbles and fuel starve them. If you have the manpower to have a 1-2 man camp on the bubbles most of the time you should be able to deny their refueling efforts. The issue you may run into is that they might refuel right after downtime (which can be in the middle of the night for US TZs).

Also, even if you can't fuel starve them, making their life difficult inside the wormhole is usually enough to get people to pack up and leave if they're not that invested. Constantly eating their anomalies and running them back into their POS while you're online is an effective deterrent.

just a few options.

1. build a dreadnaught. this is the easiest way to do it. itll be immune to the ECM and the guns shouldnt pose too much of a problem.
2. starve them and then force them out. wait untill the pos run out of fuel. this does mean you have to camp the static highsec 23/7. one iteron 5 that gets through adds another month.
3. Hire mercenaries. Exhale. and Narwhals ate my duck are the 2 main WH only mercenaries, but many other merc's will consider taking a contract when there is a static highsec


what wont work

attack. as said, 10 ecm batteries will just jam your entire fleet. and even if they werent there, taking down a pos with 7 people will take longer then the world has left. You'll die of old age before it goes down.
