Dust and Sov Mechanics

Not sure if this is still on the table. What I would like to see.

1. One structure with one timer that must be hit/killed to bring a system into contest.

2. Ground fighting for control of planets. This should be on a rock/paper/scissors basis. There are NPCs on the planet that are extremely hard to kill by spaceborn bombardment. You can drop your town NPC troops, which will resolve the fight for control in a couple of days. Dust Mercs can vastly speed up the killing of planetary NPCs but are very vulnerable to bombardment from space. Both sides fighting for control of the planet can resupply their NPCs/Mercs.

3. I want to be able to grief Dust mercs from orbit. If Dust players develop PTSD (figuratively) about the time in 0.0 when the Titans rolled in and blotted out the sky right before the rain of death began so much the better.

4. Alliance, corp and individual levels of planetary defense. I want to relatively cheaply have "house troops" on my PI installations so that when the Mercs land they have to deal with my individual defenses, along with my corp and alliances troops.
