Careful with recommending self-produced PI as a solution to making blocks. The current tax situation for exporting goods in high-sec negates some of the perceived savings. Null-sec, Low-sec and W-space returns may be different if the POCOs are alliance-owned and taxes are turned way down.

TBH, the amarr fuel block prices that I just saw in Amarr are barely above the cost of the materials required to build them. That's also not counting in the cost of renting a manufacturing slot or the transport costs from manufacturing site to market.

If there is any speculation, it might be in the build-materials.
