Bounty Hunter hardwiring and skill

The new Bounty Hunter hardwiring, issued by Concord, would require Cybernetics V, as well as a new Bounty Hunter skill, which cannot be trained on trial accounts.

The hardwiring would require that the bounty hunter maintain a positive sec status. If his/her sec status drops below 0.0, then the hardwiring would be automatically unplugged, ie. destroyed.

The hardwiring would allow the bounty hunter to attack a player with a bounty in empire space without Concord response. Only platyers with the hardwiring can collect bounties.

The hardwiring would also reduce the sec status penalty when attacking/destroying a ship piloted by a player with a bounty, as well as when podding said player. Each level of the Bounty Hunter skill would reduce the sec status penalty by 20%, eliminating the penalty completely at level V.

Note that the reduction in sec status penalty will only take effect when the hardwiring is installed. The Bounty Hunter skill, by itself, will not do anything.

The idea has merit... still trying to figure out how it can be abused though.

This doesn't address the fact that the bounty system is still inherently flawed. Added to which, I still see no valid reason for bounty hunting being a profession for positive sec players only. Set a thief to catch a thief as it were. People living in low sec have as much right to claim a bounty as anyone else.
One could argue that negative sec players who took up the profession of bounty hunter are performing a public service, going some way to make amends for any criminal activities they may of pursued. Not that I'd advocate gaining sec through bounty hunting, unless that could be introduced in such a way as to make it impossible to exploit.

Yeah, that's why I suggest Cybernetics V, plus an additional Bounty Hunting skill.

It would only be worth training up the alt if the bounty were substantial.

But, I'm open to other suggestions on how to limit abuse. This, after all, is the major flaw with the existing bounty system.

Reason: Negative sec players do not need any incentive to engage in non-consensual PVP in high sec or low sec. We do need more incentives to attract positive sec players into PVP and low sec encounters.

As you probably know, one of the largest deterrents to getting positive sec players interested in non-consensual PVP is the sec status penalty. Most of them would love to do more PVP, but not when they cannot attack first nor pod someone without losing the ability to re-enter high sec (let's not even discuss ratting up your sec status... that's one of the best ways to get someone to quit the game).

My proposal for changing bounty hunting is meant to help address this situation - not solve it completely.

The obvious benefit to the negative sec players is more targets to shoot, and some added risk to cruising around high sec in their pods on auto-pilot... lol.

Definitely a good base for CCP to work on.
