Mining Bonuses...

As Eve sits currently, there is not point in having more than one squad when mining unless you have more than 10 members and 2 of them are capable of boosting.

However, if this is the case, then you would want to put your best booster as wing commander as long as you have someone with wing command capability.
So the only reason high sec mining fleets need a wing or fleet commander is because there are too many members of the fleet to have only one squad.

Basically what I'm trying to say is that when fleet mining in high sec there is no point in having boosters for certain possitions based on the amount of people you have. If you have 10 or less, there's no point in wing or fleet commanders. 10-50 no point in fleet or squad boosters, and with over 50 there's no point in wing or squad boosters.

The reason I say this is because all the bonuses the fleet would need from boosters in high sec mining is all given by the booster with the strongest bonuses. (like I said, you'd want to put the highest booster in the highst available boost possition)
However, the large a fleet gets in high sec, the more orca's are needed, yet, they're almost pointless to be there because all they do is carry ore. They can't even give out there bonuses because someone higher is already putting them out. So they're basically just small freighters with some tank capability.

I have a bit of a suggestion for this though. Since Rorquals aren't allowed in high sec, and they put out a larger bonus than an orca, how about a fully assembled fleet with a skilled fleet, wing, and squad commanders can set fleet, wing, and squad boosters that will give a bonus to the same things, but, much like modules on a ship, have reduced efficiency.

So, the fleet booster would be putting out his full boosting capability, the wing commander will put out 50% of his full capability, and the squad booster puts out 25% of his full boosting capability.
Now, this would only work for orcas. The reason for this is because combat oriented fleet bonuses have several choices of boosts to put out, so, unlike high sec. mining fleets, they can actually benefit from different types of boost.

Now, the penalty for having stacked boosters may not be exactly what I just specified, but the ultimate goal is to make them either equally as effective and a rorqual when properly stacked, or just less than a rorqual when stacked.
Thus giving high sec mining fleets a reason to have orcas out besides carrying ore.

The thing is that hauling ore in and of itself is enough reason to have an Orca. Fleet bonuses are balanced as they are for a reason, there's no need to boost them further. And if you don't want the extra Orcas there, you don't need them, just put a Hulk with some Squad/Wing command skills as the squad/wing leader.

What you're asking for is actually to get extra bonuses for free from something that has to be there anyways. If you didn't need the Orcas just for hauling purposes, you could run a fleet with 50 Hulks and one Orca boosting them all.

If you have 20 miners, you're going to need dedicated hauling and two hauling Orcas is probably going to barely scratch it. You'd probably set up a third squad with all of your haulers. Outside of Nullsec, you probably won't even be in the same field as you'll mow them down quickly.

Let me know when this becomes a real issue for you.
