A noticable drop in public hi-sec courier contracts...

Bounty system needs fixing. That would solve at least the casual people who don't use an alt for scamming.

There are. The scammer should end up on the ignore contract list of people who have picked up on it. Then, an enterprising Hauler might invest some ISKies in having the scammer shot down a few times. There are corps that would happily handle that for you.

Remember, sandbox. If you want to cause repercussions, you are more than welcome to do so!

But you have to force these alt scammers out of the station in order for repercussions to hit. Thus the need for a sec hit and station expulsion.

Hauling is a dead end profession unless you have a JF
one gank can literally bankrupt you if you are foolish or greedy (a condition that rapidly worsens as you continue to die a slow death from hauling)

Trust me, I started out hauling and exploring and even ragequit for a couple years when I undocked with a full load in jita and got hit with a random smartbomb fired at somebody else

Well my alts hauled like 700B worth of stuff over the course of some months.
Like all the other professions, you don't jump in and hope it'll go well.

You need to get a proper ship(s), proper knowledge (i.e. double packing), good clues about the game (i.e. always check the route, usually the trap contracts have 1-2 low sec systems, go to hi sec isle in middle of 0.0 while still paying like hi sec, go to locked stations in 0.0...).
Also you should use a decent pilot which will greatly increase a freighter durability, jump times and so on.

Moreover you should join hauling communities / corporations or be prepared to REALLY learn how to snipe a whole region worth of contracts before they do.

Finally, start taking those "contracts with prize for quick delivery". Not only you earn more but usually after 3-4 delivers the guy will contact you to setup a preferential hauling with him.
I had mission runners / traders pay 2-3 times the usual amounts in exchange for me hauling their stuff every day at the same hours and so on.

Like everything in EvE, don't be a dummy and think different.
