Well i wont go in detail trough all of ideas. For now i ll post general thoughts.

Strategical targets.
Why not make that every region has its own strategical targets. Let them be 3 and let em be something like radars, monuments, destroyed ships etc. So when one fleet controls all 3 strategic point they get some king of bonuses (Bigger targeting range, better tracking, moral which gives some % of dmg etc). A Fleet will control a strategic point only by having a recon keeping it active (some kind of channeling). When the recon moves and stop channeling the fleet will lose the bonus.
This will give an opportunity for smaller fleets to be viable and decisive in large battles that are happening for sov control in a region.

Exploration missions (achievements)
In other words it would be "Treasure hunting". Npcs give u missions "riddles" so u can decode em and find some artifacts. Some of those artifacts could be useful or just collectible. Some of the missions (riddles) could be found in scanned anomalies in some containers.
Example u get a mission to decode a riddle. After doing it u realize u need to go somewhere in western Tenal to scan an anomaly, kill the rats in it and extract a content from container. U do all that and all u get is another riddle for next target. Eventually u solve the final mission and u get a collectible artifact which can be sold to collectors, or an item that can be really useful and expansive.

Capital balance:
I will take some roles for capitals and rate each capital ship for each role.
Rolles would be:
a) Transportation,
b) Ratting,
c) Logistic,
d) v Structures,
e) v Subcapitals,
f) v Capitals.

Rates would be from 1 to 5 (5 for the highest).

Dreads:
a) 0,
b) 3,
c) 0,
d) 5 (While sieged),
e) 5 (Best against subcapitals while non sieged) and 0 (while sieged)
f) 2 While not sieged and 4 while sieged.

Carriers:
a) 4
b) 4
c) 5 Make them more viable repairing other capitals against Dreads, Supers and Titans
d) 5 repairing and 3 dmg the structures
e) 3
f) 1

Supers:
a) 5
b) 5
c) 0
d) 4
e) 1 The worst against subcaptials
f) 5 the ultimate capital killing machine

Titans:
a) Unique (They got bridges)
b) 5
c) 0
d) 5
e) 4 pretty good against subcaptials
f) 3 avarage against capitals and Unique (Doomsday)
