whats an good ship for doing scanning sites?

highsec/lowsec

that can fit all the scanning mods and all the tool mods hacker and code breaker all that stuff
and still have a decent combat effectiveness while doing them

All automated intel should be removed from the game including Instant local/jumps/kills/cynos for all systems/regions.Eve should report nothing like this to the client/3rd party software.Intel should not be force fed to players. Player skill and iniative should be the sources of intel.

For low sec, any carrier should work.

In the past I used a Tengu for this. Subsystems allows for probing bonuses. Ability to travel while cloaked.

+1 for Tengu. You can easily fit it with everything you need, but you may lack a little in dps with all the scanning stuff plus cloak.

Use a T3 and carry mods/subs in your cargo. Switch travel/combat fits as needed.

if you have scanning skills on 4 then i would say a ishtar

it can fit a cloak its small(sig) can wield a great tank and with the drones you dont need to bring ammo

i use something like this (i use sentry's instead of heavy's)

explorer ishtar

and im totaly in love with it..

For Sansha I recommend the Muninn, great resists can fit all exploration mods and put out great dps with solid tank.
