Fix Bounty Hunting by creating dedicated "CONCORD Deputies" corp

Hi CCP,

I know that there where many proposals how to improve capsuleer pirate bounty hunting but I think this approach is new:

  1. Create a new and special NPC corp "CONCORD Deputies" similar to Faction Warefare NPC corps capsulers can join. Head bounties placed on capsuleer pirate players are only payed to members of this special corp. To join this corp you have to pay a one-time lump sum of 100 Mio ISK (every time you join) and you need a security status of +4.0 or higher. (This is to ensure that it is not that easy to put your cheap alts into the corp.)

  2. Members of the corp have police function which means that they have the following privileges:

    • They are allowed to shoot at all capsuleers with negative sec status in low sec without getting a GCC.
    • They can warp to every capsuleer in space with a sec status lower or equal -5.0 or who is currently GCC like they would be in fleet with him.
    • They can use a special service of CONCORD which tells the system they are currenty located in of any player who has a bounty on his head.

  3. Members of the corp should suffer from the following penalties:

    • They are marked in local with a special symbol (e.g. a sheriff star) to scare pirates ;-) and show other people that a system is well policed.
    • If they commit a crime they will immediatelly be kicked from the corp.

Only if said players have no protection from real CONCORD, and can thus be shot at will by the rest of us. No reward without risk and all that.

Naturally... they can be shoot like any other player. They only have the privileges of getting the bounty and being able to find you more easily than normal members. But as said if they behave badly they suffer from consquences more then other players. Furthermore you should be able to identify them easily in local by their sheriff icon (like you can currently identify war targets).

I didn't say like any other player. Shooting any other player in highsec brings CONCORD down on you. Shooting these guys should not. Make the people who choose this live in some kind of perma-lowsec under NRDS rules, while the rest of us can shoot them freely.

No. Bounty hunting through Concord need to die, really. It just serves those who make lotteries to advertise themselves. Contracts for blowing up somebody can be made directly without Concord bounty system.

Just post in the forums that you give ISK for ganking of someone and he'll be ganked. You can ask API to be on eve-kill or some other killboard for verification. And you can put a bounty like that on anybody no matter what his sec status is.

Not a fan of this idea overall due to the fact that a lot of people would, if bounty hunting were to be fixed, like to create specific Bounty hunter corps. Forcing would-be bounty hunters into an NPC corp is a horrible idea as far as I'm concerned.
That said, on more specific points....

No thank you. Bounty hunting should be a pure PvP endeavour, forcing people to PvE in order to grind sec is not a great idea in my opinion. I've never been a fan of any form of sec/ standing grind outside of that required to "pay" for your crimes (if you choose to break the law).

    All negative sec players, or just those with bounties? This is a bounty hunter suggestion after all, for every other criminal we have sec hits, gate guns and concord already. You want to shoot at anyone with impunity, head to low/ null and bait 'em ;)

    Specialist locator agents is fine. Warping to anyone with a GCC is another "no thanks", learn to use d-scan/ probes or lose your mark tbh.

    I'm all for fixing the bounty system, I'd very much like to be a bounty hunter myself. But no way I'm going to join an NPC corp to do it. Also a minimum sec standing is often thrown around, personally I'm a great believer in "set a thief, to catch a thief"...Criminals (or almost-criminals )should have the ability to show their desire to re-enter the good graces of society by ridding space of the truly dangerous, think of it as a form of probation and/ or community serviceBlink
