Class 5's can't have static high-secs.

Might wanna rename it to "current high sec" instead!! Before peeps get angry or mislead.

Apologies. The thread originally read "current access from hi-sec", but someone in the Real Estate channel said it was a static based on the wormhole ID. I guess they were wrong.
