Bounty Hunter: Suggestions?

Hi, Just a few ideas to give bounty hunting a better place within EVE

- Wanted Criminals Should not get Concord protection in High Security Space.
- No Standing Increase with Concord as long as criminals are wanted.
- Bounty payment can be based on Ship Market Value to avoid suicide profits for a criminal
- Aggression timer won't trigger, defending a criminal has its own penalty (fleet/corp/alliance)

Killing a criminal doesn't result in killrights being granted to him/her by Concord.

An option to place a bounty on a particular hull. (If repackaged/reprocessed the bounty would be refunded) Catching a pod outside null is usually a lost cause, but you have a decent shot at the hull.

Free attackability based on bounty in highsec would be abused, 1isk bounty just so you could blow up their ships. Instead, allow transferable kill rights.
