Grinding L1/L2's

Keep in mind that t2 ships and strategic cruisers are a level up. Assault frigs can't get into some level 1s and HACs and strategic cruisers can't get into some level 2s. I had good times with a worm, gila, and hookbill. Any dps oriented faction frigate should work with both level 1 and level 2 missions. T2 fit destroyers with a good tank should be able to handle most level 2s (and all level 1s, of course).

I grinded level 1's and 2's to get my standings up with Amarr and I found the Ishkur did the best. Use a flight of warrior II's. Fair warning, it becomes dead boring and I mostly just sat on the next acccel gate or in the middle of space doing diddly squat. It's kind of like afk mining. I didn't run into a mission where my AF couldn't go into except one or two that required me to shift my hide into a special ship unique for the mission.

Go into NPC 0.0 and do L1's and L2's for a Pirate Faction in a Stealth Bomber

This, as you said you can fly all frigs

The Ishkur can be well tanked and you simply release the drones on aggressive in some missions while you motor to the next gate. No need to target anything. Of course if the mission has a respawn you will have to recall them or put them on passive and assign targets for them. Ok, sometimes you will use the guns to provide some extra dps on a cruiser, but the drones can ably kill all the frigs and destroyers you face.

There is an AF buff on sisi. Not sure on the time frame for it hitting Tranq but the Ishkur will only get better. Level 2s are also very doable in a tech I drone cruiser (arby or vexor) for the same reasons and the drone damage bonus.

Assuming you have good skills, I'd say a T2 fit dessy with multiple groups of guns would be particularly fast. A rail catalyst or arty thrasher would be good. Cata has a bit more tank and dps, thrasher is faster and has more alpha.

Level 1 and 2 are barely worth the time it takes to get to 3, and most people will say 3's are only good for getting to 4's.
I ground tons of level 3 missions rather than moving to 4's and probably just wasted time doing so.

All that said- from 1-3 level missions, just run a Drake. (some missions won't allow that large of a ship tho)

One ship, it'll solo any of the level 3's easily except Blockade, which you just have to warp in and out a couple times to complete. Anything below a 3 will be laughable.
Why get a ship for each? You'll run a couple level 1's at most, anything but an industrial will beat those. A few level 2's that you'll sleep thru in a Drake, then onto 3's where you will gain most of your standing. From there you can either move on to 4's, or if all you needed was standing, you'll have breezed thru everything to that point.

from level 1-3 I've never bothered specifically fitting for the NPC's. Omni tank and Scourge Heavies for every single mission and they are cake walks. Only T1 drone skills, so I'm not even relying on those to do my damage.
Other than some missions with ship restrictions- the last ship you need is the only one you need- the Drake.

As an aside, I don't salvage until level 3 either, which speeds up the process of grinding- but I find that salvaging the level 3's usually gets me about double the actual mission pay- in high sec it's essentially like a free mission or two worth of isk, totally safe outside of war decs. A Drake is barely pushing the point at which gankers find them worth going after.

You can actually play a lot with what you mentioned here are my personal favorites:

Ishkur, it gets the job done every time. You won't learn much flying this ship in lvl 1 or 2 missions, as it is a very forgiving ship with great tank and spank for these missions.

Imperial navy slicer - it can do the job but once you get to lvl 2 missions you start to see the impact of manoeuvring around the battlefield. Orbit and shoot can still work but it's definitely suboptimal. Elliptical fly by's to take down ships one or two per pass are fun! Mind you not the fastest way of doing things.

Destroyers (my preferred being the Cat) - come in two flavours, snipers (kite) and brawlers. With these you will learn how far you can push your glass cannon tank and to appraise whether you will blow up first or they will blow up first. A handy skill to have.

Gila - this for lvl 2 as it won't fit in smaller ones. Bear in mind this is the ship you want if you plan on investing in drones and shields, but it's a great ship and overpowered for lvl 2 missions. Unless you are flying outside of highsec it's well nigh nearly impossible to lose in a lvl 2 mission. (Though don't worry, I'm sure there are people who have managed to do just that). The beauty of the Gila is that it allows you to build up to bigger missions. A skill intensive alternative to the Gila is the Ishtar, the vexor / arbi are cheaper but less efficient, and the navy vexor is worth mentioning as being easy on skills but a great ship to learn to armor tank (six low slots!).
