LOW-SEC MINING - Empty asteroids belt, even after server downtime

Hi,
I used to mine in low-sec 0.4-0.2 belts, now I find them to be completely empty. Speaking here about systems with up to 14 belts, all empty or some small last rocks.
Just now I checked after server downtime, when they should be fresh again as I understood, but they are all empty again. Just sometimes some NPC-Corporation fleet of retrievers hanging around or depleting the (last) asteroids?

What is going on?

I have been mining these systems for months with no other miners on the D-Scan. Only the occasional PvP-"Badguys" flying in looking for a kill.

But 20 minutes after server went up again, all the belts should be fresh and full again right?
