High system indexes or security pick one

So I was mulling over an idea to help with the current lack of motivation for large scale conflict in eve. And the idea of inverting the current system index mechanic came to mind.

Currently increasing the system indexes (military, industry etc) improves the isk yield from a system with no change to the amount of risk either the pilots or alliance. Once the system is conquered and half a dozen citadels dropped it's very hard for the system to be taken over. I believe this provides too much income security for the occupying alliance(s), and allows them to reap endless rewards.

I believe the risk should increase with the potential rewards, so as system indexes increase the amount of risk to sovereignty should also increase. The first way I could think of doing this would be to shorten the reinforcement timers for player structures (POSes, TCUs, iHubs etc), to make the system easier to take-over. My intent is to force players to spread out more creating additional pressure for space, this would discourage large long term coalitions while still providing smaller alliances a way to defend themselves (active management of system indexes).

Now there are no doubt issues with this idea and it's not completely formed yet, there are many more experienced players out there so feedback is welcome!
