Carrier Fighter Launch Delay?

Today I warped a Thanatos to an icebelt to save a miner that was tackled with 4 baddies on him. Once I landed on grid, I received a message that said I couldn't launch my fighters for 12 seconds. Is there a fighter launch delay if someone has you aggressed or tackled or am I just missing something? First time I have used it in a solo PvP engagement and I am curious if this is a normal game mechanic.

P.S. They got the skiff. I failed :(

don't feel bad those dirty sansha can't be trusted . ps . pvp usually means two or more players , not an afk hulk vs. npc .. Big smile
