What happened to COSMIC ID's?

Did i misunderstand something? Wasn't COSMIC ID's supposed to carry over DT?

I've been finding the same WH's and gravsites all day with A different ID from yesterday, what happened?

if i remember correctly, ID's always changed after DT. Signature, location, etc remained the same, but ID always changed.

After Crucible they've changed that they remained the same even after DT, but its broken again since few days ago :(
