I like that kill-marks record the current run of kills without loss but the system would be even better by also showing your best score.

The latest run of kills shown as bright neon icons and best run as darkened symbols. We would then have the latest kills and a personal best to try to surpass.

Taking the idea further maybe there is a way to show more info :-

Bright = latest run
Dark = best run
Outline = total kills

Why? It would destroy the immaterial value of the ship earned it.
One example: You would get the final blow on like 100 bcs on a single bombrun .... so you would gain a single sb with 100killmarks... cool ship ...and you might want to keep it to remember that little moment....so it might become a special ship in your hangar.
If you die in it why should this bombrun shown as best run (if you never got more than 100 killmarks in any other run) foe on your rupture? Or do you like to highlight too that was in a sb ???

NCPL (Necromonger of new Eden) will make EVE great again!

Because they need something tangible to remind them of how good they once were.

Back to the OP NO, what we need is the complete removal of any means of tracking kills and yes that includes the idiotic kill boards.

To encourage newbies to go out and try to shoot other players. They get a record to beat, a goal to aim for and Eve becomes more interesting for them.

Players that are engaged with a game stick around longer.

Players that stick around want join up with other players

Players wanting to join player groups means your alliance has more players to recruit from.
