there is a stupid gap between CPU and Power level usage in PI command centers I can max out the Power grid yet use a 1/4 the cpu. meaning on some plants I cant even lay down a spaceport yet others I can .

the Ratio of CPU to power grid is totaly off and its not my set up it's gas and a few others that the links take up 4X as much even if there as close as you can place them togeather yet 70% of the CPU is free.

That's a deliberate consequence you have to deal with on Gas planets.

This is by design. Check the diameter of gas planets before establishing your colony - some are huge, some quite reasonable.
