Cannot get EVE online to launch

I have uninstalled and re-installed EVE online so many times. Every time I think I have cleared the PC of everything and then re-install I get this message

Your file was not found

It may have been moved or deleted.
ERR_FILE_NOT_FOUND

I have tried to run the install of EVE through Steam and also just directly from the EVE website and I get the same message every time. I don't even get the launcher window so I cannot correct anything from settings ie: cache tools or anything like that.

I have had an account with EVE online since 2004 but I am ready to toss it in the bin

I hope someone can give me a suggestion?

Try running it from the directory and not the shortcut maybe.
