URGENT! Payment issue with Character Transfer

Is it just me or character transfer is disabled at the moment?

I have tried every method of payment and it always gives me billing error. PayPal method does not open paypal site for payment, just gives this error. PLEX method gives this error even though I have 2 PLEX in redeemed items. CC method gives this error even though I used this CC successfully recently.

This issue seem to be character transfer related, since when I tried to pay for account using paypal I was redirected to paypal website correctly.

The problem is that my subscription runs out on source account so I can't wait for respond to petition which only seem to happen at working days...

I am in the same situation and I have seen at least 3 other posts about this same issue. CCP doesn't care that your subscription is about to run out just as 4 of my own characters are about to run out and I will have to pay 4x subscriptions that I wasn't intending to pay because of the holidays and ccp. I'm sorry to break the news to ya but it is what it is unfortunately.
