Sanshas come barging into highsec and mess with our resistances and such. Why should we not be able to further defend station systems by imposing a shield penalty/boost, velocity penalty/boost,tracking penalty/boost... etc etc. Make it so that the big blobwars are a bit more intricate and people who live there to begin with can have all their ships tailored to specific systems in advance. Mix it up from system to system so that one big blob of one sort of ship cant roll through the whole area and control every system with numerical superiority alone. Gives a bit of an edge to people who are well sitauted.

BTW: I hate eve gate garbage programming. Returns me to a blank field if i take too long to write something then click post.

I'm not sure what I think of this; except to say that it could be introduced in limited form in High Sov systems. I see no reason otherwise to allow it.

edit: That would be as upgrades to the IHUB or TCU made available when max Sov was reached in a specific area. Each area would grant access to a certain module or choice between some modules. Technically, I suppose you could also give a mining bonus in system for Industry Sov?

I think there is generally enough power there already though.

Alternatively, like the Sansha incursions, maybe a module could be made for people that are sieging. They come in, anchor and online this module and give negative penalties of a sort depending on the race of the module, or their configuration if its just one type?

It could give negative penalties to everyone that isnt part of their alliance, but that would mean it would have to be made frail or have semi-weak effects so that it can be taken down easily. Penalty to shield/armor transfer or something.
