If nobody wants to use QFGs in their space as a military upgrade, can it become a strategic upgrade instead?
The main purpose of QFGs is to open wormholes in a system, and because it requires a ratting system to allow a QFG to be used, nobody wants them, CCP please change them so they are a strategic upgrade instead of a military upgrade

No. Any structure that alters the chance of a wormhole spawning is bad, and should be removed from this game.
