I want them to have around 20m SP and be operational.
This means can use tank and has cap skills.
JDC 3+
t2 Indy Core (pref not mandatory.)
PANIC module (mandatory)
Drone interfacing V (pref not mandatory.)
Industrial ship V (pref not mandatory.)
Mining Drone Specialization IV min

I do not need any boosting skills at all.

I'm looking for chars around 20-25M Sp and Paying 20-22B depending on SP/Meets needs.

I'm buying 2.

Before you ask NO i don't want your 40m SP rorq pilot I have no need for that.
