Bounty System Revamp

So I searched, but did not find one with this anti-exploit mechanic, so I thought I would lay it on the table

My Idea is to merge the killright and bounty systems. and use an insurance payout penalty to protect against exploits (For Lore Reasons > Concord does control the insurance company, and can "deny" the claim as "partially voids the insurance terms").
Note: Payouts and Penalties can be adjusted for balance

Placing a Bounty:
You can place a bounty on anyone that has committed a suspect or criminal act against you or your assets (players, corps, and alliances may place accordingly). No more of the placing a bounty on yourself cuz you can. You will now need an alt to place it Twisted
- Bounty Office is accessed through killrights (and bounties tab) or through station services
- Bounty is added to the bounty pool as it is now
- Criminal Allows a "Class 1" Bounty
- Suspect Allows a "Class 2" Bounty
Bounties will need to be authorized before they go into effect. Concord will take the bounty in addition to an authorization fee associated with the paperwork.
- If you commit a suspect or criminal act, the "victim / plaintiff" will need to authorize before it goes into effect
- You may place any amount of bounty, and can add to the bounty as long as it is within 30 days. Note: YOU CANNOT REMOVE BOUNTY
Bounties expire after 30 days, just like killrights. Authorization Fee is not refunded. Bounty remains on target, however insurance penalties and killrights are no longer applied from said Bounty
- Bounty payouts require an active bounty (remember, they expire after 30 days)
Note: This will remove corp and alliance bounties from the game

Bounty "Classes":
Class 1 Bounty provides an available killright , and a 25% Insurance Payout Penalty (75% Total)
- Killright activation now also includes a 50% Insurance Payout Penalty for duration of suspect timer
Class 2 Bounty Gives a 25% Insurance Payout Penalty
Penalties do not stack and are used oldest first.

Payouts:
Ship Size now determines payout from bounty pool (if not enough exist, then full bounty is paid).
- Frigate: 250,000 ISK
- Destroyer: 750,000 ISK
- Cruiser: 5,000,000 ISK
- Battle cruiser: 25,000,000 ISK
- Battleship: 100,000,000 ISK
- Capital+: 500,000,000 ISK
Again, bounty payouts require an active bounty (remember, they expire after 30 days)
Only 1 bounty is payed out at a time - so no duplicate kill payouts
- Oldest Class 1, Then Oldest Class 2
- Bounty is payed out to all involved that have access to Bounty (IE: if the bounty is set to a corp access, only those participating in said corp will get payout)
- Insurance Penalty is ONLY included if someone with Bounty access is involved on kill.

Sucking all the fun out of it. No more being bountied for forum shitposting or local smacktalking?

When you don't know the difference between there, their, and they're, you come across as being so uneducated that your viewpoint can be safely dismissed. The literate is unlikely to learn much from the illiterate.

Not enough time to really think through your idea so this is an initial reaction based on a quick read.

Killing an alt for profit could be an issue since the payouts are so high. Remember current payouts are only 20% of bounty amount capped at the value of the ship or pod killed.

Using an alt to place a bounty is one of the major problems CCP had to overcome with the current bounty system, and yet you still allow that in your idea why?

Why is there insurance involved in any way other than to pay out for the ship lost?

Who comes up with the ISK to cover the bounty when it is claimed, is that Concord(the game) or does the player placing the bounty have to put up the ISK for it?

The values may be off (hence why i stated they can be adjusted), however the insurance penalty would mean that you would lose isk by killing with an alt.

The Insurance is involved to counter killing your own ship with an alt to collect. by penalizing your insurance payout and keeping the payouts below the cost of the hull, i feel it is doable.

the isk to cover the bounty comes from bounty placed by players (that have had a suspect or criminal act against them). if there is not enough for the full bounty, all the full bounty on the player is given (the values i listed are more of an "up to"). the bounty is placed when authorizing the bounty from the killright and bounty tab.
