Are there any nulsec systems with upgraded ihubs so we can test out the changes to mining?

Id recommend looking into the testing alliance (Doomsday Testing). You can contact their exec Commandant John and as him about installing mining upgrades in the ihub of their main system if they haven't already. That should give you easy access for testing mining changes.
