Diversity will add to the New Eden

Diversity is one thing. (One thing that we already have a lot of). Unnecessary complexity is another. (One thing we probably already have too much of in a lot of cases.)

So break this down:
Pros:
New skill trees
New visuals
New mechanics to learn
New things to really explore

Cons:
extremely high dev cost
Thematically inconsistent with the rest of the game
Goes against the core principles of the game re: long term investment in characters
The devs really suck at incorporating the fictional storylines into the day to day of playing the game
All the new stuff will quickly be figured out and gamed becoming tedious

All of the pros can be accomplished in ways that have fewer of the cons. I wouldn't be terribly surprised if an unusual (though not alien) race is eventually fleshed out, but to have it be playable would be a disaster.

Maxim 6. If violence wasn’t your last resort, you failed to resort to enough of it.

1) The new race looks like "Reptiloids" (organic) - Types of ships respectively look like organic. The weapon is analogous - organic. The damage type is acid / organic. Attitudes towards the human race are inherently hostile. Creating a character for this new race, the player and other players who created the character for the new race - will start all over again. It will be a great variety. Territories will be isolated from New Eden, but there will be an opportunity in some way to fall into one or another race in hostile territories ... how exactly? I do not know, I need to come up with this.
2) The new race looks like aliens from the "War of the Worlds" of Herbert Wells (approximately the same or standard) - Ships look technologically advanced. The weapons I suggested earlier are a spherical energy cluster and so on. So it is with a new kind of damage. Attitude towards the human race is neutral. Players of all races can interact with each other without any restrictions (but also not interesting).

1 and 2 sections in the issue of relationships do not have to be as described. "Reptiloids" may not be aggressive and "standard" aliens can be aggressive. Or both are aggressive. Or both are not aggressive.
I can not offer anything concrete in this regard, it needs imagination and is no longer mine.

And by the way, for newcomers there must be new territories of their residence. At least one region.

Why Orcs? Technological race let it be, not Zergs

More technological? Let me fix it for you:

What you want and what you need are entirely different things.

I want a pony, doesn't mean that I need one, or that I'm going to get one.

In the beginning there was nothing, which exploded.

The main thing is that it all boils down to one ... no, to three - orcs, dwarves and ponies

7. On a scale of things that need to be done in the game, adding a new Alien race ranks lower than opening the fcuking door.

Race, for which you can create a character and develop, roughly speaking "from scratch."
They will have a completely new type of damage and weapons in general. Jouves and Drifters - it does not matter. The new race has met humanity and because of this a more global world is opened than the Jouves and the Sikers ... a large "settlement" of aliens.

Like so many suggestions posted here, there's still no detail.

It's just "we want new stuff"

So what do you want exactly?

"New ships, race and modules with new damage"

Ok, but what exactly? What new damage type?

"New stuff. We want new stuff"

Is Pirate faction Pcs happening? A drifter cyno alt would be great.

It's not safe out here. It's wondrous, with treasures to satiate desires both subtle and gross. But it's not for the timid.

I'd say no need for this really, but if CCP really got the urge then make Rogue Drones a playable faction. They already have plenty of lore and are sentient beings. Given that capsuleers are essentially digital beings they aren't really that far removed from Rogue Drones anyway.

Rogue drones also have their own ship tree (would need tweaking to be player usable) and some faction modules. I think it could be interesting to introduce Rogue Drones as playable, but only if it didn't distract from important development in the core of the game.

If we're talking about playable races... I can't see how it would work without opening new space.

There's so much development that's gone into the interaction between the four factions that I can't see how adding a fifth would work and still maintain play balance. Most of the other factions are all based in low or null sec and are all "enemies". To be a Gurrista... how'd that work? You're hunted in high-sec but safe in Venal? I just can't see how the existing non-high sec factions would work.

I could see a new section of space that opened up thanks to something like a new eve-gate that connected to other "peaceful" high security type empires that were previously disconnected. But I'm not really sure the game is in a situation where it would need more space... so I'm not sure we need more races to play.

Very poorly understood what I'm talking about (because of the language barrier), but I hope the essence of the issue was caught:

In the low-sec and nul-sec, towers may be installed strictly against the new race. This is, if at all, that the new race will by default be hostile to all the other four. And it's going to be very difficult to get into the new race. By default, players of the main four races can attack representatives of the new race with impunity. Aggressive and not comfortable? Yes, but this is all the fun.
If the new race by default is not hostile to the main four races, then the problem described in your question is not present.

The problem is the background.

You could set up gameplay so that it would work. I could say "Look... here's a new race. I'm going to give them these 20 systems and create their standings relations to the other factions in this manner."

But how do you explain that with the source material? We know why Caldari and Gallente hate each other. Same goes for Amarr and Minmatar. We know how the various pirate factions interact with the empire. That was all crafted before the first day of Eve as a game. How do you insert a new group into that?

The answer... they have to be discovered... which means opening a new section of space. I don't see Eve growing in size at the moment.

I suppose you could come up with some sort of Sci-fi suggestion where a few systems get disconnected from eve for a few months with a story about odd space clouds surrounding them... then some super-magic-space-wormhole thing causes those systems to get switched with a section of space from another galaxy controlled by aliens (or a new human faction).

Of course! Have I not described it before? Well, the prehistory is this:
A group of researchers (whether the "NPC" or the player) penetrate (for example through a wormhole) into new, unknown territories. They are attacked / greeted by aliens. All. You can imagine this in the form of a video. History is tied between people and aliens. Do you want the new race to be hostile to one / two / three or all existing ones? Option: Representatives of Gallente and Minmatar opened the new race, they attacked them / mistook them for friends. Amarrs and Caldari have become enemies / friends. There are many options, it is not difficult to imagine.
